Have you tried to change
$layerObj->queryByAttributes('pop_1990','[pop_1990]' >
1000, MS_MULTIPLE);
for
$layerObj->queryByAttributes('pop_1990','[pop_1990]' >
'1000', MS_MULTIPLE);?

I think that it'll work.
