Correct use of maxscale and minscale

I have a geotiff raster map server layer working and want to use the
maxscale and minscale parameters to have it only display at certain
times. How do I calculate what the scale factor should be for the
image. The image is a geotiff with 1 pixel equals to 1 meter.
