The beta binaries should normally be available within a couple of days 
after the source release via the links at 
http://mapserver.gis.umn.edu/download/beta

- In the FGS case it is a daily build so don't look for a beta but just 
grab the latest build
- For the Windows (MS4W) and Mac (Kyng Chaos) packages, new packages 
have to be posted to the respective sites by their maintainers. I see 
that the Mac build has been updated but the MS4W build has not been 
updated yet.
