Display tooltip when mouse is over a point

What I'm trying to achieve is to display a tooltip
when the mouse is over a point (a location which comes from
a layer). The tooltip would contain information retrieved from
that layer.

Is there a widget in the stable release which can do this?


Also, I would like to listen to double click event when
the target is a point from that layer.
