Reprojecting WMS

Hi everyone,

We are trying to reproject a layer that comes from a local WMS with 
mapserver.

The WMS can only be queried using EPSG:23031 and we want the output to 
be in EPSG:4326.

We have tried using the following with no success, any ideas?
