mapperf -m foo.map -x

-m is map file
-x executes fixes
default mode just reports issues

Things it would do/report:

- All shape files have up-to-date qix
- Replace "init:epsg" entries in PROJECTION blocks with their proj4
literals and fill in the appropriate ows_ metadata to make up for the
change
- Convert .jpg, .png to .tif
- Build overviews on .tif
- Internally tile .tif
- ...
