I was just about to respond to you, glad you solved it.  For the record, 
when I have such a large mapfile and run into errors, I find the best 
way to debug is to start removing layers, try shp2img, remove more 
layers, try shp2img again, etc.

Also for the record, the hardcoded limit on layers, classes, styles, and 
symbols were removed in MapServer 5.0.  This is documented at the bottom 
of http://www.mapserver.org/mapfile/index.html#mapfile

I hope this information helps the next person debug their mapfile.
