Thaks for answer.

The question is about setting it to work together.
apache2 user by default is www-data and cgi-bin directory is located in
/usr/lib

i want some clear instructions for setting up directories and permissions
1) do i need to create new dir /var/www/cgi-bin or use the existing from
/usr/lib?
2) if i create new one i need to modify
/etc/apache2/sites-available/default to point apache to new scripts cgi-bin
dir?

the installation of mapscript i can do with these commands from
/mapserver-x.x/mapscript/python/readme file:

python setup.py build
python setup.py install
