One quick way to test might be to make resolution/cellsize values available for use in PostGIS SQL kinda like the !!bbox!! hack Paul made available years ago, perhaps !!cellx!! and !!celly!! and then one could pass those as necessary to the simplification function or their choice?

Hi,

Mapnik has such a feature http://blog.cartodb.com/post/20163722809/speeding-up-tiles-rendering
Andrea Aime is experimenting with it with Geoserver and is reaching a 50% speedup.

Can Mapserver do the same?
