The questions are good; and I suggest you collect input from several
sources. The individuals on this list are good starting place (as they have
self-selected to be considerate of outreach advoacy goals).

It may also be wise to reach out to the current board members (
https://www.osgeo.org/about/board/) as the elected representatives of the
wider community. The board also has an outreach goal as part of building
relationships with other organizations (industry partners, public
institutions, service providers).  You can find specific committees such as
"GeoForAll" that pull in members from research and education.

The "addition of a new member" attracts individuals joining OSGeo to
further a wide range of different goals. Each one of which is going to be
considered vital by their respective committee.

Once you have settled your questions, contacting the "officers" on the
https://www.osgeo.org/about/board/ page is the best way to approach this.
Being available to speak on behalf of their committee is what the volunteer
role is about.
