[Journal] Feedback: [FOSS4G Proceedings] FOSS4G-Proceedings: procedure different for poster presenters?

Dear OSGeo editor,

I 'm interested to submit an article either with or without peer review. 

There is an instruction for oral presenters, but non for poster presenters
(my poster is no. #177).  

Is there a different acceptance procedure to be included in the
Journal/proeedings the "usual way" (without peer review)?
