[Journal] Wrap-up of volume 3 - Reviewers go ahead..

I am done with most of the large issues of this volume.  Here it is

Reviewers/editors, please comment on contents or other issues for the  
next 2 days.  My hope is to have this published by Saturday.  If you  
can edit the .tex files directly, that is best, otherwise send your  
edits to me to incorporate.
