[Journal] LaTex Article Template Available

Great, thanks for the work Landon.  I've added it to the Journal svn:
http://svn.osgeo.org/osgeo/journal/template/
and called it article_short.tex.  The article_long.tex is very  
similar but has a few more examples in it.
