[Journal] Reviewers

FYI - I was told today that Reviewers don't see their articles until AFTER you 
notify them of  their assignments.  So, for example, in the one article:
http://www.osgeo.org/ojs/index.php/journal/editor/submissionReview/163

Where the reviewers are listed, you have to do the Mail link under "Request".  
Hope you can see that :)

I sent Rafal his, I'll let you do Zachary and the other articles.

CC'ing the main list so other editors know that they can't just assign 
reviewers, they also have to Mail the review request to them first :)
