[Journal] Translation of Volume 6

I wanted to determine if there is interest in translating Volume 6
into langauges other than English. If there is interest, I'd like to
know what languages we will translate into and who is available to
help with the translation.

We don't have to have dedicated translation teams today, but I want to
get a handle on this before translation issues might begin to affect
layout and conversion to LaTex.

Let me know if you want to see Volume 6 in a language other than English.
