[Journal] 2009 FOSS4G proceedings

As you may have seen on the discuss or edu lists :)...

We have the opportunity to publish the FOSS4G 2009 academic proceedings!  I knew about this in July but had forgotten to follow up on it.  There are about 9-10 papers, about 12 pages each.   They shouldn't need a bunch of editing.  It will be a valuable resource to the community and should help to give us something easy to publish.

I've set up a "Proceedings" section in the OJS.  Anyone else particularly interested in helping with this project?  I can add you as an editor and we can say "yes" to the academic group dealing with this project.
