[Journal] 2009 FOSS4G proceedings

Sort of overlaps with the peer review section. So maybe we should rename
"peer review" as "Research Papers" and have it include proceedings, peer
review, etc. Actually this was the name for the section that was proposed by
Helena Mitasova a while back. - Dan
