[Journal] Vol 8 - ready to go?

I've put the final touches on this volume - help me know if I missed anything:

Only two questions to hunt down:
1 - make sure reviewers edits were already incorporated into the dev_announcement/hansmann.tex article (Landon?)
2 - have we purposefully skipped Wieland's again (Micha?)
