[Journal] OSGEO Journal volume 13, FOSS4G2013 papers

It sounds like Eli knows how to get Barend's collection of articles
published as Volume 13 and is willing to help. Barend: Did his instructions
make sense?

I have no problem moving the annual report for 2013 to Volume 13.
