[Journal] motion: Barend Köbben to act as guest editor for FOSS4G2013 Proceedings

Hi all,

Barend Köbben (ITC, University of Twente, Netherlands), co-chair of
the Academic Track at FOSS4G 2013, has been working on publishing the
Proceedings as a volume of the OSGeo Journal.  He has already
completed most of the work.

I'd like to formalize Barend acting in the guest editor role as well
as bring his work into SVN for a more open and standard working
manner.  This will be similar to Tyler and Gary acting as guest
editors for Volume 10, the 2011 proceedings.

Motion to formalize Barend acting as the guest editor for a volume of
the OSGeo Journal to publish the FOSS4G 2013 proceedings including
granting him appropriate access and authority to complete the work
(SVN commit access, etc)

The Journal appears to have two landing pages,
http://journal.osgeo.org/index.php/journal and
http://www.osgeo.org/journal.  It is my intention to ask SAC for
access to those pages for Frans-Josef Behr (Stuttgart University of
Applied Science, Germany - chair of the FOSS4G 2013 Academic Track)
and Landon so that they can be consolidated, coordinated, or otherwise
portray consistent and correct information.  Let me know if there are
objections or if there is a better approach to this.

Right now in SVN Volume 13 is the partially completed Annual Report
for 2013.  I think that the FOSS4G 2013 Proceedings will be published
before that so we need to determine the proper volume number.  Landon
is fine moving the 2013 Annual Report to Volume 13.  Determining the
appropriate volume number is something that I think falls in the realm
of the guest editor.  If you would like to give feedback to Barend on
that topic please do so.

Are there any other issues that should be discussed for Barend to act
as guest editor for one volume of the OSGeo Journal?
