[Oceania-Board] April 16th Board Meeting

Hi all,

Please find attached the Board Meeting minutes from April 16th.

I intend to upload these to the wiki, but am having trouble accessing it
currently. Is anyone else getting the following message when logging into
the OSGeo Wiki:

> *Your user needs to be merged with an LDAP-backed user.If you do not yet
> have an LDAP user, you will need to create one before you can continue.*


It's not clear to me where an LDAP user is created.
