[Oceania-Board] Funding request for FOSS4G SotM Oceania 2023 TGP

Hey Eli and others

Advice I received in Tanzania about their TGP was to ensure people have
skin in the game, i.e., they pay up front and are reimbursed when they
arrive. I know we have worked a few different ways, and Ewen's advice is
going to be the most recent.

On funding, can you help me understand how the total is being funded?

The total cost is around $50,000 NZD, with this representing a request of
$13,500 AUD.

Also note that we have been invited to submit a request to the OSGeo Board
for funding support, which has been $5,000 USD in the past. So we are
pretty much guaranteed that funding.

Overall, the OSGeo Oceania budget can't be separated from the Oceania
Conference budget, so as long as there is a surplus from the conference
that can cover any TGP funds, I'm happy to support, essentially.

If this is the base "seed" funding request, then I think we should support
the $13,500 proposed, but again, I'd like to see where the rest is coming
from and perhaps some kind of agreement from the conference for a
percentage of sponsorship to go to grants too, perhaps.
