Each org needs a public officer who has to file paper work with the
relevant govt bodies etc, has nothing to do with meetings.

We are planning to setup a local chapter for OSM in Australia, but
we've used the NSW model rules, the Victorian rules differ slightly
and if you have a look on the wikimedia.org.au site you can see what
they've done. Although they didn't go as far as we have in terms of
electronic meetings.

Our rules are specifically setup to cover internet meetings.
