[OpenLayers-Dev] Need assistance with Image layer

[Peterson Eric-EEP002]

I was given an image of a city street map that I would like to use as a
base map layer. I know the image extent and its the image size, but I
don't know how to set the zoom levels or resolutions appropriately. I
understand what the terms scale and resolution mean, but I don't
understand how those concepts translate into numbers that can be loaded
into the options for constructing a new Image layer. I've tried playing
around with information from
http://trac.openlayers.org/wiki/SettingZoomLevels but I think I've only
ended up more confused than when I started.
 
Can anyone give me some pointers on how to use my knowledge of my map
image's size, scale, and extent to properly configure the image layer?
