[OpenLayers-Users] positioning of navigation tools

Under 2.4, can you specify the location of the navTools outside the map area
as you can with the PanZoomBar?

map.addControl(new
OpenLayers.Control.PanZoomBar({div:$('zoomLevelContainer')}));

I have tried this but it does not work?

map.addControl(new OpenLayers.Control.NavToolbar({div:$(‘navtools’)}));
