Or, if it works to give your map element a background image (I haven't 
followed exactly what you're doing) try:

#map {
     width: 500px;
     height: 500px;
     background-image: 
url("http://webec.docu-source.com/images/spinner.gif");
     background-position: center;
     background-repeat: no-repeat;
}
