[OpenLayers-Users] encoding problem with legend from Mapserver

I've modified the LayerSelector GetLegendGraphic calls in
http://trac.openlayers.org/ticket/1142 to check for empty (5x30px
transparent images) and not show them now.  As soon as my new company signs
a OL CLA, I'll upload a patch for that.
