that's where I'm starting, but I need to modify the behaviour..   the
standard ModifyFeature control sets the origin to the center and creates a
point for the user to click on to rotate, which isn't consistant with the
application.  

I'm trying to have the user click and drag the shape itself to rotate it,
instead of the extra point that ModifyFeature creates.

after poking around at it a little more, it seems like overloading the
"move" function in Handler.Drag will work, but I haven't quite figured out
how to pull it off yet.
