If your AGS Service has WMS support activated, you may be able to go that
route...  So for the dev example you would use: 
http://sampleserver1.arcgisonline.com/arcgis/services/Specialty/ESRI_StateCityHighway_USA/MapServer/WMSServer?request=GetCapabilities&service=WMS
http://sampleserver1.arcgisonline.com/arcgis/services/Specialty/ESRI_StateCityHighway_USA/MapServer/WMSServer?request=GetCapabilities&service=WMS
.  I guess it really depends upon how ambitious your project is and what
sort of AGS functionality you are looking to expose to OL.
