You should only proj4 if you are doing reprojections within OL. (ie 
client side). WMS reprojection is by server. (ie OL looks at the SRS of 
the current baselayer and requests the WMS server to deliver tiles in 
that projection). Vector, unless you are obtaining the vector data from 
a vector server that is reprojecting vector on the fly (eg WFS) then you 
will need to explicitly reproject and this need proj4.
