Hello,

Look on both examples http://openlayers.org/dev/examples/cache-write.htmland
http://openlayers.org/dev/examples/cache-read.html
The cache write already do a part of what you seem to look for : download
tiles somewhere using a grid calculation.
The exemple use local storage but the principle is the same.
