[osgeo4w-dev] PATH variable issue

As we're not changing the system's path, putting our PATH first should be at
save bet and mixing other stuff in might do harm (ie. break stuff in OSGeo4W
that'd work otherwise).  I'd opt for doing it.  Did that change?  I thought it
was already that way.
