[OWSLib-users] stable endpoints and unit tests

Hi all: following up on [1], and given the significant amount of work
recently for Python 3 support and travis-ci setup, the codebase almost
always suffers connectivity issues with endpoints which results in
test failures [2].

Looking at OSGeo Live [3], it looks like most/all OWSLib supported service
types are already there [4].

What do folks think about OWSLib having a hosted OSGeo Live [3] deployment
to provide stable endpoints?

Obviously planning is required here (updates, maintenance, etc.), but at
first glance it seems like a good idea to have a single, managed host to
provide the relevant OWS endpoints for stable, predictable unit testing.

Thoughts?
