[pdal] PDAL with PCL Installation

Thanks Bradley.  Good to know the pipeline branch is no longer needed.    I
went back to the packaged version of pcl (libpcl-all and libpcl-all-dev)
and recompiled PDAL but unfortunately I get the same segfault on any
command.

I'm going to try on a fresh machine.
