When configuring PDAL with CMake, you should only need to provide PCL_DIR,
which points to the installed location of PCLConfig.cmake and
PCLConfigVersion.cmake, likely something like /usr/share/pcl-1.7.

Have you inspected your CMakeCache.txt (or just use ccmake) to verify that
PCL 1.7 is in fact detected (and not a stale reference to the old pipeline
branch installation).
