[pdal] Z value change on reprojection in pdal 1.6

Michael,
That seems to have done the trick!  I will test against the batch from NOAA
later, but I think that looks like the issue.  So this version of pdal is
not keeping the vertical datum by default when reprojecting, and you need
to specify the vertical datum in the projection definition.  I can
understand why that might be, but I was assuming that the vertical datum
would carry over by default.
