[postgis-devel] relief of dependency on postgresql sources

hello friends,

i have just finished a few improvements to postgis-cvs, meant to
completely relieve the dependency on postgresql sources.

this contains import of Makefile.shlib from postgresql, and the
mechanism to determine the postgresql portname, mandir and docdir.

other cleanups have been needed (make maintainer-clean was failing) etc.

i have successfully tested this framework under debian sarge, with
postgresql 7.4.x, with Makefile.shlib from postgresql 8.0.x.

please check this patch for your environment, and feel free to send your
input.
