[postgis-devel] legacy.sql, legacy_compatibility_layer.sql

I'm still confused about the difference between legacy.sql
and legacy_compatibility_layer.sql. But I do see that legacy.sql
_includes_ the other, so is a superset of it.

Now, why do we have two again ?
Note we're installing both...
