 I want to point out that the alternative to download the rpm of armadillo
 10 from the public EPEL repo and try to install on RHEL 8.6, but this
 causes other dependencies to show up, see below, therefore the best
 solution is really to have the internal ESRI_EPEL_8_EPEL8_x86_64 repo
 update by my IT department.
