 For hierarchical TopoGeometry objects, GetTopoGeomElements, I believe, is
 always returning primitive components, rather than the actual child-layer
 elements.

 This should be clearly documented (after proper verification).

 We might at some point add a parameter to specify which elements we want
 (primitive or lower layer)
