 For control of the PROJ_NETWORK setting. (See
 https://proj.org/usage/network.html) We could put this in a superuser-only
 GUC, for example. Then DBaaS wouldn't have to sort of globally set policy
 on it. Of course, if they really really wanted to disallow it, then they'd
 probably prefer it not exist at all.
