[postgis] PostGIS and NT

Hi,

If you want to run PostgreSQL on NT you need to first install the cygwin
unix emulator, and then compile PostgreSQL under this environment, which
usally is pretty much straight-forward. You can get cygwin from
http://www.cygwin.com. Additionally you will need the cygipc library
(http://cygutils.netpedia.net), which provides shared memory and semaphores
for cygwin.
