Error during gdal 3.5.3 Installation dependency libarmadillo

As I see from the fedora repository, armadillo v10 is only available in
Linux v7 ----> https://dl.fedoraproject.org/pub/epel/7/x86_64/Packages/a/
For Linux v8, armadillo version is 12.
