[PROJ] Postponing 6.1.0 release date

PROJ 6.1.0 is scheduled for release on May 1st. This was scheduled a
long time ago and didn’t account for the fact that I am on vacation
for the rest of the month. I trying to not work on my vacation days,
so I am rescheduling the release for May 15th. I’ll be back to work
May 1st and will be putting out a release candidate shortly after.

Sorry for any inconvenience this rescheduling may cause.
