[PROJ] Proj for Windows

Not standalone installers, but you can easily get recent PROJ binaries 
for Windows from Conda or vcpkg for example: https://proj.org/install.html

the Trac wiki link you mention is outdated. OSGeo4W PROJ binaries are at 
http://download.osgeo.org/osgeo4w/v2/x86_64/release/proj/ (that you'll 
download using the OSGeo4W installer 
(https://trac.osgeo.org/osgeo4w/#QuickStartforOSGeo4WUsers) and their 
build recipee at 
https://github.com/jef-n/OSGeo4W/tree/master/src/proj/osgeo4w
