[PROJ] Version in Zenodo

Hi,

Yes I know this is broken (for GDAL too). I tried to figure out with 
zenodo help desk, but didn't manage. Here's the below exchanges (I'm not 
sure I tried to do something at the last one). Happy if someone want to 
take over from that.

        to GitHub. Can I ask you to:

         1. Go to yourZenodo linked accounts
            <https://zenodo.org/account/settings/linkedaccounts/>.
         2. Disconnect the GitHub link
         3. Re-connect the GitHub link

        This will ensure we have a valid access token to GitHub, and
        then it should work again.
