[PROJ] PROJ 9.3.0 & PROJ-data 1.15

Thank you very much for the release!

Just one thing for the release process: The documentation in proj.org is
still referring to 9.2. In fact 9.3 does not exist yet.

(I know, this is the first time we change the minor version having read the
docs).
