[pygeoapi] RFC4 implementation of stale Issues and PRs

Hi all: we have now implemented RFC4 [1][2][3] and are running the stale
Issue/PR action in "dry run" mode (i.e. testing without making hard
changes/updates to Issues/PRs).

An example dry run can be found in [4].

Today, I will disable dry run mode force invocation of the action.  Will
report back once completed.
