[pygeoapi] pygeoapi 0.16.0 released

The pygeoapi team announces the release of pygeoapi 0.16.0.

This release provides numerous new features, including a new Admin API, WMS
and WMTS facade providers, and compliance updates for numerous OGC API
standards.

Note that as per RFC2, Ubuntu 22.04 is the supported baseline (Python 3.10)
