[Pywps-dev] fixing setup.py

Hi all,

could you please verify and (would be the best) confirm, that the

    python setup.py build
    python setup.py install

In PyWPS 3.x - at master branch in git is now doing, what we wanted since many
years?

If you confirm that, I would like to proceed, to get PyWPS finally on OSGeo-live
